Fiscal Analyst 2 - Payroll (FA2)

Salary: $3,811.00 - $5,117.00 Monthly
Responsibilities:
- Payroll & Benefits Administrator. Tasks include verifying and reconciling the semi-monthly payroll information for approximately 170 permanent, part-time, and seasonal employees. Prepare and analyze semi-monthly leave reports to identify employees requiring additional regular and overtime pay adjustments, which require complex, detailed calculations and analysis of payroll records. Analyze, interpret, and apply complex Civil Service Rules, and DNR policies and procedures in regard to regular pay, overtime, part-time, and exempt employees; overtime-eligible and non-eligible employees.
- Region Benefits Specialist. Tasks include overseeing and verifying medical, dental, life, and long-term disability insurance enrollments and changes, ensuring accuracy of coverage and deductions. Processes long-term disability claims. Verifies and ensures the accuracy of retirement data. Analyze and research discrepancies in labor reports to ensure that region staff charges are appropriately distributed.
- Accounts Payable. Audit Warrant Register, verify documents created by other fiscal staff; analyze stalled payments in AFRS, and make corrections as needed. Analyzes and prepares documents for the fiscal & biennium close. This includes reviewing and analyzing agency reports, invoices, FES, agency forms, OFM rules, and Financial Management Division guidance. Prepares and analyzes FES and agency reports regarding payments in FES and uploads payables into the FES system.
- Accounts Receivable. Ensures accurate application of payments, internal controls, and resolves complex application issues for all funds received in the Olympic Region. Ensures the region's daily deposit and payments are ready for application and funds are applied appropriately to programs by the Fiscal staff. Monitors, reviews, and resolves discrepancies discovered using NaturE, SAAM, OFM purchasing guidelines, Agency SOPs, policies, and procedures.
- Fund 411 Activities – AssetWorks. Coordinates the performance of and reconciles the annual region equipment inventory. Prepare reports for managers and division staff.
- Supervises. Supervises two Fiscal Analyst 1s and acts as backup for the Fiscal Analyst 4 during absences to ensure problems are resolved, functions and deadlines are met, critical or time-sensitive work is completed, and the unit workload is distributed as necessary. Back up to the Fire Fiscal Analyst 2 and the Fiscal Analyst 1s to ensure payroll and accounts payable are processed promptly.
Required Qualifications:
- One year of relevant professional experience in accounting or a related field.
- Experience with using computer programs such as Microsoft Outlook, Word, and Excel, with an aptitude for learning new software.
