Job Summary
The Director of Employer Development is a senior leader within PPL’s Career Readiness division, driving employer engagement, revenue growth, and labor market strategy. This role leads the development of high-impact employer partnerships that expand access to quality jobs and support the financial sustainability of workforce programs.
As the primary strategist for employer-funded initiatives, this leader builds and scales partnerships aligned with employer talent needs and PPL’s training pathways. Reporting to the Chief People Officer, the Director collaborates across teams to align program strategy, employer demand, and participant success while positioning PPL as a trusted workforce intermediary.
✅What You’ll Do
Labor Market Strategy
- Develop and maintain a robust labor market intelligence system that integrates regional, state, and national data sources
- Conduct ongoing industry landscape analyses to identify emerging sectors, employer hiring patterns, and skills gaps that inform program design and investment priorities
- Establish feedback loops with employer partners to validate labor market data
Employer-Funded Program Development & Revenue Strategy
- Design and scale employer-partner funded training models
- Lead co-creation of customized workforce training solutions with employers
- Collaborate with Career Services and program leadership to ensure seamless pipelines from training to placement
- Monitor and report on return on investment (ROI) for employer partners
Coaching & Leadership of Career Coaches (Employer Engagement)
- Provide ongoing coaching, training, and support to Career Coaches
- Develop and implement standards, tools, and playbooks for employer outreach, relationship management, and job development
- Lead regular case conferencing and strategy sessions with Career Coaches
✅ What You Bring
Experience & Skills
- Demonstrated ability to lead strategy development and execution
- Proven success in building and scaling partnerships with employers, education providers,
- and/or public sector entities
- Advanced analytical and problem-solving skills with the ability to translate data into strategy
Preferred Qualifications:
- Experience negotiating partnership agreements and managing contracts
- Knowledge of workforce development systems, training models, and career pathways
- Understanding of program budgeting and full-cost recovery models
Education and/or Experience
- Bachelor’s degree in Business Administration, Public Administration, Human Resources, Workforce Development, Organizational Leadership, or a related field or equivalent combination of education and experience
- 5+ years of progressive experience in employer engagement, business development, workforce development, non-profit management or partnership management roles with increasing leadership responsibility

- $85,000-$100,000 Annually DOQ
- Fulltime/Exempt
- Monday-Friday 8:30AM-5PM- some weekends and evenings

The Director of Employer Development is eligible to participate in the Annual Incentive Compensation Plan, which rewards performance tied directly to employer partnership revenue generation and growth.
The incentive is calculated as a percentage of base salary and increases with tenure:
- Year 1: Up to 4% of base salary
- Year 2: Up to 5% of base salary
- Year 3+: Up to 6% of base salary
