Job Description and Duties

The Central Valley Flood Protection Board (Board) is a unique regulatory agency within the California Natural Resources Agency. While the Department of Water Resources (DWR) provides administrative support to the Board, it's important to note that we operate independently, with our own set of authorities, roles, and responsibilities.

As a legislatively mandated permitting and enforcement entity, our primary focus is overseeing flood project construction and ensuring public safety within the Central Valley floodways and levee systems. Additionally, we play a crucial role in the review, adoption, and implementation of the Central Valley Flood Protection Plan. Key responsibilities include:

  • Permit Review & Intake: Evaluate encroachment permit applications for compliance with California Code of Regulations (CCR) Title 23. Investigate project locations, manage the permit fee collection process, verify fee calculations, and process entries in the portal and fee database.
  • Communication & Public Support: Coordinate verbal and written communications with applicants, stakeholders, and government entities. Provide direct guidance to the public navigating online portals and digital mapping tools like the Encroachment Viewer.
  • Data & System Management: Maintain data integrity within the permit tracking database, ensure review milestones are accurately logged, troubleshoot system errors, and extract technical data for monthly progress reports.
