Quoting Specialist I
Summary
The Quoting Specialist I is an entry-level role supporting the evaluation, sourcing, pricing, and post-award coordination of product-based Requests for Quotes (RFQs) under Winvale's federal IDIQ/GSA contract vehicles, with NASA SEWP VI as the primary program of responsibility. This is the entry point into our Task Order Proposal Team, offering hands-on training in federal product quoting, vendor sourcing, and post-award fulfillment under the guidance of senior team members. The ideal candidate is early in their procurement or supply chain career, brings sharp attention to detail and a willingness to learn quickly, and is motivated to grow into independent ownership of the full quoting lifecycle — from vendor negotiation through on-time delivery.
Key Responsibilities
Pre-Award
- Monitor government procurement portals to identify, review, and respond to incoming product RFQs.
- Interface with manufacturers, distributors, and supply chain partners to request and compare pricing, lead times, and availability, developing negotiation skills over time with coaching from senior team members.
- Screen sourced products and manufacturers against federal restricted-technology lists before including them in a quote.
- Build accurate cost estimates incorporating shipping/freight costs, administrative/handling fees, and corporate margin targets, following each contract vehicle's required pricing and discount guidelines.
- Verify that sourced products comply with applicable federal manufacturing and trade laws (e.g., Trade Agreements Act, Buy American Act), clearly marking each quoted line item's compliance status.
- Package, format, and submit completed quotes through each contract vehicle's required government ordering system (e.g., the NASA SEWP Quote Request Tool, GSA eBuy, PIEE, FedMall) ahead of deadlines.
- Track outstanding quote status and respond to agency clarification requests through the appropriate government portal channel.
Post-Award
- Acknowledge receipt of each awarded order promptly and confirm any required government order-control number before beginning fulfillment.
- Initiate and verify purchase orders with winning vendors, ensuring accuracy against the awarded order.
- Monitor open orders through delivery, proactively addressing delays or backorders, and post order status updates to the customer's government portal on the required schedule.
- Secure and organize shipping and delivery documentation.
- Track vendor performance and help resolve delivery or invoicing issues.
Compliance & Cross-Team Support
- Maintain accurate documentation to support audits and order file completeness.
- Handle government request information with discretion, sharing it only with approved sourcing partners under Winvale's oversight.
- Collaborate with technical subject matter experts to confirm sourced products meet technical requirements.
- Support the Sales team with ad hoc requests for prospective partners/opportunities.
You'll receive structured onboarding, with your quotes reviewed by a senior Quoting Specialist or team lead as you build proficiency, before progressing to independent quoting authority on routine requests. Onboarding also includes contract-specific compliance and systems training (such as NASA SEWP's contract and program training), provided at no cost to you.
What You'll Bring
- Bachelor's degree required (Business, Supply Chain, or related field); recent graduates encouraged to apply.
- Experience in federal procurement, purchasing, or commercial-to-government (B2G) product quotation and order management; internship, coursework, or exposure to procurement/supply chain concepts is a plus but not required.
- Interest in or exposure to product-centric federal contract vehicles (e.g., GSA Schedules, NASA SEWP, DLA FedMall) is a plus; direct experience not required.
- Working knowledge of Microsoft Excel (formulas, sorting/filtering); willingness to build advanced skills through on-the-job training.
- Willingness to learn the basics of federal acquisition rules around product substitutions, shipping terms, and trade compliance; formal training provided.
- Comfortable learning and consistently following portal-based compliance workflows and documentation requirements unique to federal contract vehicles; full training provided.
- Clear, professional communication via phone and email to request supplier quotes and follow up on vendor shipment schedules.
