The Oregon Department of Environmental Quality has an exciting, full-time opportunity available for a Medium and Heavy-Duty Vehicle Rebate Coordinator (Program Analyst 3) in Portland, Oregon.

 

This position will be limited duration for 3.5 years with the potential of being extended or made permanent pending Budget and Legislature approval.

This position is part of the Transportation Strategies Section within the Air Quality Division at Headquarters. The Transportation Strategies Section develops policies, programs, rules, guidance, and legislative concepts to achieve the Agency’s air quality protection goals to meet requirements of the federal Clean Air Act and Oregon’s ambitions to be a leader among states in mitigating air and climate pollution to improve the health and vitality or Oregon. A key function of this section is the development of transportation related reduction strategies needed to protect public health and reduce greenhouse gas emissions to meet the statewide goals. These strategies address a broad array of transportation related emissions sources that contribute significantly to air quality degradation and public health risk.

What you will do!

You will direct project work on the statewide Medium- and Heavy-Duty Vehicle (ZERO Fleets) Rebate Program and oversee its implementation. You will develop policies, rules, and legislative concepts to improve the program, and set program standards. You will oversee DEQ’s contractor in the development and implementation of the rebate program, including contractor evaluation for compliance with contract standards, and you will perform contract standards development and amendments as needed. In addition, you will be implementing this program as part of Oregon’s Climate Equity and Resilience through Action (CERTA) Grant through administration of the ZERO Fleets Rebate program. This includes tracking performance of the program and fulfilling any federal grant reporting requirements. You will serve as the agency’s technical expert for the Medium- and Heavy-Duty Vehicle Rebate Program and assist other air quality planners and program analysts in responding to legislative and media inquiries. You will also develop program improvements for management consideration.

What are we looking for?

Bachelor’s degree in a business or public administration, behavioral or social sciences, environmental sciences or natural resources, or a related degree, AND 4 years of experience coordinating or administering a program (an equivalent combination of education and experience is acceptable).

 

Candidates who are most competitive will also reflect the following attributes and skills:

  • Demonstrated understanding of environmental justice and the historical impacts for marginalized and underrepresented communities; ability to take personal responsibility for increasing their knowledge of environmental justice and diversity, equity, inclusion, and belonging.
  • Excellent verbal and written communication skills; ability to provide clear, concise, and compelling communication of policy and technical information tailored to the needs of diverse audiences; skill in writing and presenting clear and concise reports that include qualitative and quantitative analyses, recommendations, and conclusions to diverse audiences.
  • Experience in providing technical assistance to industry, public, and governmental agencies on environmental laws, procedures, and issues
  • Project management experience, including development, implementation, and evaluation; experience developing program performance metrics.
  • Demonstrated experience building and fostering relationships with a diverse group of partners including colleagues, interested parties, communities, organizations, and businesses.
  • Demonstrated ability to collaboratively develop, lead, and evaluate programs; experience conducting in-depth evaluations of program operations, conducting research, and adapting or creating new procedures to solve program issues and meet program goals; ability to work creatively to find solutions; previous experience as a project leader.
  • Skill in conflict resolution, negotiation, collaboration, and engagement; strong interpersonal skills with an ability to break down traditional barriers that exist between programs, challenging people to take a coordinated rather than independent perspective.
  • Experience with contract and contractor oversight, management, and auditing.
  • Experience with medium and heavy-duty vehicles, including Zero-Emission Vehicles, their technology and the current vehicles available.
  • Demonstrated experience implementing a program, and in particular, an incentive-based program.
  • Experience analyzing data, including financial information, to oversee implementation of a program.

This position will be based out of DEQ’s Headquarters office in Portland, however, the successful candidate may be eligible for hybrid work. The logistics of hybrid work will need to be worked out with the Hiring Manager prior to your hire and may be changed at any time given specific job duties and business needs. DEQ will provide necessary hardware (laptop, monitor, keyboard, mouse, and cell phone) for an employee to successfully work from home. At DEQ sites, you will have access to a workspace, however, it may be shared with other employees.

 

This position requires occasional statewide and/or interstate travel to attend meetings, trainings, public hearings, conferences, and seminars, some of which may involve extended work hours, overnight stays, and/or weekend work.
